Not a steamer this one, its an oil engine roller made by the Austin Manufacturing Co in Chicago Illinois. The grader looks like one of theirs as well. Pretty advanced for a time when most Councils were still dedicated to steam.

Ceol Mhor NZ its the exhaust stack. In the early years of oil engine machinery the manufacturers simply transferred steam design features. A roller of that era without a stack just looks wrong. Also, while everyone loved the smell of a steam engine, and a lot still do, oil engines were seen as "stinking bloody things" so the exhaust went up to keep the fumes away from the guys on the ground.
