This is just a very small excerpt from an interesting read in Papers Past titled Electrification At Otira. Mr Evan Parry's Visit. I would say Mr Parry was out from England to inspect all the electrical work. The newspaper was dated 3rd May 1923 and the pipes were laid down the hill the previous year so guess photo is sometime after that.
