My interpretation of this letter is that the Grey Star is talking about a print job for a client wanting programmes printed for an event. (perhaps a rugby match programme?) Grey Star are recommending advertising rates to the client for adverts in the progamme. These are not advertising rates for the Grey Star newspaper. e.g. The costing is 30 pounds for 1000 programmes with a suggested eight pages available for advertising. Therefore 30 divided by 8 gives 3.75 pounds which is 3 pounds 15 shillings as shown in the letter. i.e. the advertising rates are what are required for the client to charge advertisers to cover the cost of printing the programmes charged by the Grey Star to the client based on 8 pages of advertising. [some rugby programmes from this era comprised 16 pages total with around 8 pages of adverts including around 3 pages of beer, spirit, cordials adverts just like outlined in the letter]
