The sailing ship with no sail up appears to be being towed by the front vessel acting as a tug. It appears to be a steamer doing the towing and you can see it has a white funnel with a black top with smoke emerging from it. (As the front vessel is making way upstream and is not under sail it must have motor power of some description) I presume the steamer has just towed the sailing ship over the bar and is now taking the sailing ship to where it can berth) A steamer called the Jane Douglas often performed this towing role at Hokitika so this may be the Jane Douglas? A couple of the marine buffs can likely tell us a lot more about this photo.
