Within weeks of the second 1988 flood, the government announced that it was speeding up the completion of the protection scheme by two years by increasing the subsidy rate by 20% to 80%. My brother and a few of his mates had a stand at the end of the wharf. Had the "bait" coming from all directions, coming straight ahead from the sea and from the fisherman's area.
