Maybe it is the occasion of the last coach over the pass?? The tunnel opened in 1923.

Almost certainly the period after the 1923 opening of the tunnel. The two women on the left look to be workers in the servery. (Pies, anyone ?) The other two women are probably clerical staff. Note their 1920s dress fashion. Obviously it's the station master in the dark suit. Note that almost all of the men, including those on the coach, have the latest wide, dark hat-bands which may suggest this was taken in the later 1920s and that their party were out-of-towners.

It's a carefully staged photo and suggests this was some official governmental visit. Those up on the coach probably belong to the official party, rather than being actual coach passengers.
