It might be 1920's but I'd need to do some research to be sure. It is certainly post the construction of the Hokitika railway bridge which became operational for trains in 1906.

I used to go to the races there late 1940's. Along the back straight their was bushes growing inside the running rail and the horses went out of sight for a hundred metres or so. Jockeys had a great time then, whips hitting other horses etc, positions changed dramatically before they came into view again.
