1867 was the forming of the County of Westland, not the province. Given Jubilees tended to be celebrated 50 years forth I'm guessing this is what it was about.

This is surely the 1914 50-year commemoration of the West Coast Gold Rushes. For the occasion, they published a book of memories of the original diggers "The Diggers Story" ed. Carl Pfaff. (PS Not Seddon who died in 1906.)
