Is that Tom Seddon speaking to the crown? He was MP for Westland from 1906 for 20 years.

They met at County Chambers so what building is pictured? Glenn Johnston?

That is outside the Overseas Club & Westland Soldiers rooms not the County Chambers. This is Hamilton Street in Hokitika. The County Council offices were just a short walking distance away on the opposite side of Hamilton Street on the seaward side of the Carnegie building which is still there.

Glenn Johnston begs the question about when returned servicemen were coming to hokitika and a date that be taken as a starting point for them. Some served in the maori and crimes wars long before the date noted in some of the books produced locally.

Would have been a number of local vets of the "Boer" Wars too.

Soldiers are giving a "General Salute" and presented arms. The position they are in with their rifles "presented" out in front and central to their body is the same as we do it today. The position of the right foot tucked into the heel of the left foot is also the same. ?
In short, they are saluting with their rifles.
