Dressed to the nines. Wonder what the man with the coal scuttle is doing?

Asphalting the footpath? The roller suggests the path has just been flattened. The three chaps could be supervisors from the council. Or their path from the barbershop to the hotel has been interrupted?

Ron Newton I see another coal scuttle on the left, and a tool of some sort leaning against the pole.
